You will serve as the Executive Director, Naval Surface Forces of Naval Surface Forces, U.S. Pacific Fleet. You will serve as the principal advisor to Commander, Naval Surface Forces (CNSF) on all policy, strategic goals, readiness, and requirement matters related to Naval Surface force readiness and the Surface Warfare Enterprise (SWE).

Duties

You will direct and oversee elements within the surface warfare domain including personnel, equipment, supply training and ordnance requirements to deliver warships ready for operational tasking. You will align Naval Surface stakeholders; oversee the execution of the CNSF Strategic Plan; provide oversight of business operations execution; and execute implementation of the Department of Defense, Navy, and Fleet Commander initiatives. You will develop the annual Program Objective Memorandum (POM) strategy and perform all requirements and affordability reviews, and analysis of alternatives. You will oversee the development and execution of $3B surface ship maintenance and operational budget. You will develop Naval Surface Forces warfighting requirements and incorporate them into the Planning, programming, Budgeting, and Execution System (PPBES) process.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Expert knowledge of the mission, organization and operations of military forces. 2. Superb leadership and communication skills to present ideas clearly, forcefully and concisely. 3. Comprehensive knowledge and experience in leading large organizations and integration of organization-wide resources and processes to improve effectiveness and reduce overall costs. 4. Expert knowledge of program oversight, familiarity with financial and procurement matters, and the techniques and principles of organizational and behavior management. 5. Knowledge of Strategic Planning processes and principles.
