The primary purpose of this position, SUPERVISORY PROGRAM MANAGEMENT SPECIALIST, NH-0301-03, is to exercise 1st level supervisory and program management responsibilities over subordinate employees. Direct work activities with responsibility for maintaining a current knowledge and guiding employees to provide advice, accountability, and expertise on a continuous basis.

Duties

Exercise 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time over subordinates predominately in the General Administrative, Clerical, and Office Services Group at the journey level or higher. Plan, organize, and oversee the activities of the unit. Participate in special logistics related operation projects and initiatives and perform special assignments. Represent the organization with a variety of installation and functional area organizations.

  • The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
  • PCS expenses if authorized will be paid IAW JTR and Air Force Regulations.
  • This is a Centrally Managed position under the Logistics Career Field.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in analytical ability, judgment, discretion, and knowledge of a substantial body of training, readiness, and plans program principles, concepts, policies, and objectives; Establish, revise, or review policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concern, with regulatory compliance and/or customer requirements; direct work activities, set and adjust goals and priorities; ability to guide employees by providing advice, accountability, and expertise on a continuous basis. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of USAF supply chain management principles, specific to contract depot maintenance and organic depot maintenance. Knowledge of demand planning, supply planning and execution processes. Knowledge of logistics processes, Purchase Request Processing System and Purchase Request processing, as well as tactical and strategic approaches to supply chain operations. Skill in applying specialized analytical methods and techniques to resolve difficult inventory management problems. Ability to analyze historical data, reported usage, trends, failure data, past and future program data and provide instruction and oversight of appropriate planning and execution methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
