Duties

The primary purpose of this position is: To serve as an Operations Planning Specialist under the duty title of Intelligence, Surveillance, and Reconnaissance (ISR) Operations Planner in the Joint Reconnaissance Center (JRC) in the Joint Fires and Reconnaissance Division (J32) of Headquarters USNORTHCOM Directorate of Operations (J3). Supports the Director in planning, organizing and executing planned and ad hoc activities of the JRC. Provide ISR/IAA operational/intelligence analysis to support short and long-term strategic planning and operational activities that enable national agencies and USNORTHCOM staff elements, along with subordinate and/or component commands to proactively posture themselves in executing its mission and roles Supports operational ISR/Air planning and operations for critical theater security cooperation program with foreign governments

Qualifications

This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment Work may require short notice travel away from the normal duty station to locations within and outside of the Continental United States on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge and understanding of military strategic, operational and tactical concepts, principles and processes in all dimensions of Intelligence, Surveillance, and Reconnaissance (ISR) to provide technical analysis of short and long-term strategic planning activities; thorough knowledge of current military law, Joint doctrine, Joint plans, policies , and practice, as well as a comprehensive understanding of US government treaties, agreements, multi-lateral and bi-lateral international agreements, U.S. security requirements and arrangements and other pertinent laws, doctrine, policies , and procedures to support in the planning, organizing, and overseeing the activities of the JRC. The ISR Operations Planning Specialist provides technical support to the Director in the management of the Joint Reconnaissance Center (JRC); mastery of a wide range of ISR disciplines, concepts, principles, practices, programs and requirements to serve as the technical expert within the JRC. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of IAA/ISR/DSCA/Air policies, principles, concepts, guidance, procedures, and technical and operational areas. Knowledge of military law and doctrine; Joint policies and procedures; DoD, Services and Joint organizational structures; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organizations such as FEMA, OHS, DOJ, DOS, DOE, and EPA, etc; Knowledge of military strategic and tactical concepts, principles, processes in all domains-- air, land, maritime--and civil support. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD organizations to provide command level staff guidance and/or DSCA and Emergency Management activities and functions; knowledge of relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning and executing military operations and evaluations. Skill to react in a high stress environment to intense domestic event situations, make critical characterization judgments , formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely to possibly the highest civilian authority in the Government. Skill in executing deliberate and crisis action planning within a Combatant Command headquarters. Skill in oral and written communication in order to negotiate and defend ideas and support operational concepts PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
