This position is located in the Office of the Comptroller, Bureau of Consular Affairs, Financial Management Division (CA/C/FMD), Department of State. CA/C provides direction and management of resourcestrategy, structure, and allocation of consular fee funding, affecting consular operations worldwide. FMD manages and coordinates all matters related to budget and funding resources by the Bureau of Consular Affairs and the Consular and Border Security Programs (CBSP) account.
Duties
Plans, organizes, coordinates, and carries out annual and multi-year budgeting activities in support of the
assigned major Bureau components or program areas.
Drafts or coordinates the drafting of responses providing additional justifications, explanations, and
clarifications to Department, OMB and Congressional questions and inquiries.
Reviews and analyzes requests for apportionments, transfers, and allotments for accuracy of technical
treatment and format, mathematical accuracy, adequacy of supporting narrative documentation, and
conformance with budgetary policy and guidelines.
Provides advice and consultation to program managers on the full range of budgetary and financial planning, analysis, and execution functions.
Plans and conducts cost-benefit and other related analyses necessary to recommend/justify changes in
financial plans and budgets that focus on the short- and long-range impacts on programs, projects, or activities.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-13:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience Preparing and/or coordinating regular and ad hoc budget execution reports for a wide variety of internal and external purposes;
Experience ensuring that all program and budget requirements are met, including allotment accounting in appropriate financial systems; and
Experience drafting information, explanations, and clarifications in response to Agency, OMB, and Congressional questions and inquiries related to budget submissions.
There is no substitute of education for specialized experience for the GS-13 position.
