Duties
The Budget Analyst performs budgetary functions in support of major CBP programs including user fee accounts and must possess a mastery of the concepts, principles, practices, laws, and regulations of budgeting and financing for mission-related programs and services sufficient to analyze national-level programs and/or dynamic programs with a high degree of complexity.
This position starts at a salary of $86,962.00 (GS-12, Step 1) to $134,435.00 (GS-13, Step 10) with promotion potential to $134,435 (GS-13 Step 10).

Typical work responsibilities include:
Projecting and analyzing the potential effects of budgetary actions on program viability and attainment of program objectives.
Monitoring the execution of budget resources with many different sources and types of funding, such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts.
Reviewing, editing, and consolidating the annual and multi-year budget estimates for assigned organizations and program offices in CBP into a single budget request.
Assisting in activities to establish financial and budgetary goals and timetables, and other criteria against which the relative costs and benefits of program achievements can be measured.
Identifying and analyzing trends in the receipt, obligation, and expenditure of funds to ensure that agency objectives are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives.
Qualifications
Experience:
GS-12: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assisting assigned units with preparation of funding and budget documents;
Preparing reports and analyses to be presented during quarterly reviews of assigned organizational units' annual financial plan and budget execution plan;
Participating on source selection teams and task groups or independently conducting special studies or projects; and
Preparing reports and briefings to keep managers advised of project plans and progress, and communicating findings and recommendations.
GS-13: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Reviewing, analyzing, consolidating and revising budget estimates, justification statements and budget execution plans submitted by agency components;
Analyzing, interpreting and applying complex legislative, policy and regulatory decisions to develop budgetary plans, policies and guidance;
Analyzing budget execution for a national-level program organization and making recommendations to senior leaders on resource reallocation to modify the plan or programmatic actions to bring spending in line with the plan; and
Independently analyzing and comparing budgets and programs.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/07/2024.

Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
