The position is located in the Bureau of Labor Statistics, Office of Administration.
This position is inside the bargaining unit.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
Duties include, but are not limited to the following:
Provides advice and assistance to agency managers in the development of budget requests and related supporting documentation.
Contributes to draft procedural instructions and policy guidance for use by agency officials in planning and estimating funding needs.
Participates in compiling narrative and statistical material and prepares exhibits and related background information concerning the agency's administrative budget and programs for use in briefing top agency officials scheduled to appear before Congressional appropriations committees.
Assists in monitoring the execution (i.e., obligation and expenditure of funds) of the BLS-approved operating budget to assure that funds are properly allocated and are being obligated and spent in a timely and effective manner in support of the authorized management objectives.
Recommends adjustments, such as redistribution of funds within budget accounts, in response to changes in programs, staffing levels, and/or funds available.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.
- Candidate required to obtain the necessary security/investigation level.
Qualifications
To be eligible for appointment under the College Graduate authority, applicants must meet requirement A or B.
A. Applicants who have completed a bachelor's or graduate degree from a qualifying educational institution within the previous two years or within 30 days of the vacancy closing date of this announcement.
OR
B. Veterans who have completed a bachelor's or graduate degree from a qualifying educational institution and have an intervening period of obligated service of at least four years in the uniformed services. The two-year eligibility period begins on the date of discharge or release from the uniformed service.
In addition to meeting the eligibility listed above, you must also meet the education and/or experience requirements described below.
Applicants must meet at least one of the following GS-09 requirements for education, specialized experience, or a combination of education and specialized experience.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
1) GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the federal service. This one year of specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples include the following:
Assist with budget formulation, budget justification, or budget execution activities that may have included any of the following: plan or estimate funding needs, review or modify budget requests, evaluate cost estimates, monitor the execution of an operating budget, develop or evaluate financial reports; OR
Draft preliminary reports/presentations on budget activities.
OR
2) Education: Master's or equivalent graduate degree, or 2 years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. (if related).
OR
3) Combination of Education and Specialized Experience as described below:
Graduate education (more than one year but less than two) and specialized experience as required for GS-09 (less than one year) that when combined totals one year. Only graduate beyond the first year (18 semester hours or quarter hour equivalent) can be combined with experience to total one year.
