Qualifications
FV-G: To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-F (FG/GS 5/7/9).Specialized experience is defined as experience planning, developing, monitoring, coordinating, and executing actions to manage a variety of administrative programs related to budget tracking and reconciling. Applicants must provide sufficient information within resume work history to show how the specialized experience is met.FV-H: To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to FV-G (FG/GS 10/11).Specialized experience is defined as a comprehensive understanding of the principles and concepts of financial budget program requirements and business processes. Experience includes applying policies and procedures to budget programs, coordinating budget matters, producing and analyzing budget/fiscal reports, and organizational financial management through various processes and systems.OR;Education substitution for FV-G: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR a combination of education and experience may be qualifying for this position. Education at the graduate level in an accredited college or university must demonstrate the knowledge, skills, and abilities necessary to do the work.There is no education substitution at the FV-H level.Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited US educational institution in terms of equivalency to a degree acquired at an American college or university. A copy of the evaluation results must be included, otherwise your foreign education will not be considered.If you are qualifying based upon your education, you must submit your college transcripts. If selected, official college transcripts will be required.This position may be filled at the FV-G or FV-H level. If filled below the FV-H level, this announcement does not constitute a commitment or an obligation on the part of management to promote the employee selected at some future date. Promotion will depend upon the selectee meeting all training, qualification requirements and recommendation by the supervisor.Qualifications must be met by the closing date of this announcement.Duties continued - H Band Level.Serves as a liaison between the District Offices, Technical Services, Service Center and the Executive Staff. Supports ATO objectives to direct highly technical, complex, professional work for development of a key agency budget tracking/reconciling program, and performance plan (financial plan) program. Duties are performed independently, under minimal supervision. Uses appropriate automated budget tools such as REGIS and DELPHI to allocate, track, reconcile and report the status of funds. Conducts analysis of budget data and makes recommendations to management to more effectively manage fiscal resources. Develops/prepares spreadsheets, financial reports, statement, and data of both factual and analytical nature.Provides guidance, recommendations, and oversight to assist with tracking local budgets. Contacts are typically internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures. Provides oversight and guidance in the tactical development of the National Procurement Automated Tracking System (N-PATS). Working closely with the contractor regarding very granular details of ensuring the system is developed to meet the needs of the administrative staff and managers that will be using the tool. Incumbent will develop a written Budget Administrative Officer (BAO) training material and/or desk guide that will provide consistency in processes for the BAOs in all three Technical Operations Service Areas to use and will also support the objectives of the National Budget Initiative.Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. Established policies and procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Typically, the employee receives guidance from and refers problems and work issues to a manager, project or program manager, team leader, or more experienced professional when guidelines are not available or applicable.Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOB's/SO's.Security Requirements: Low Risk (1): This position requires completion & favorable adjudication of a Tier1 (T1) background investigation prior to appointment, unless a waiver is obtained and approved.
