The primary purpose of this position is to conduct comprehensive organizational analyses of the detachment, its functions, and work processes and provide management consultant capabilities to the Special Agent-in-Charge (SAIC) and assigned Special Agents to improve mission effectiveness, resource efficiency, and resource savings.
Duties
Plans, organizes, and executes mission support activities for AFOSI PF Det 1. Provides general administrative support and management services in non-technical areas of concern to the Special Agent-In-Charge (SAIC).
Performs systems, local area network (LAN), and computer system administration duties. Provides management oversight and supervision of all communications processes, computers, and information system programs in direct support of all detachment personnel.
Serves as the AFOSI PF Det 1 financial resource advisor. Serves as the Detachment SAIC's spokesperson on the status and availability of unit funds.
Serves as the primary evidence custodian and manages the detachment evidence program. Receives evidence from detachment special agents and accepts the evidence in the electronic evidence database.
Serves as the detachment liaison for personnel, equipment/supply control, and investigative support matters.

- This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. The incumbent is subject to random testing for drug use.
- The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s).
- Evidence custodian work often requires the incumbent to handle evidence involving bodily fluids and sometimes hazardous materials.
- Incumbent must possess a valid state driver's license, as he/she may be required to transport evidence or to obtain needed unit supplies and services.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, principles, practices, laws, regulations and policies of mission support multi-disciplines of the investigative services required to protect Air Force and DOD personnel and assets worldwide. A high degree of analytical skill in identifying the means for, and the problems involved in, obtaining the financial and human resources needed to complete the mission. Knowledge of Air Force command structures, missions, and organizational relationship, plus a thorough understanding of the interrelationships between MAJCOMS, Services, DOD agencies, and combatant commands. Ability to communicate AFOSI policy and requirements in concise, direct, and accurate terms to PF Det 1 personnel, DOD agencies, as well as Air Force personnel, members of other Services, and US allies.

EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and understanding of Air Force, DOD, AFOSI and federal financial, personnel, logistics, communications, computers, and information management processes. Manages network configuration and functioning to ensure access to sensitive data with limited exception. Requires current 8570 Security+ certification. 2. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and DOD and Air Force networking standards, policies, and techniques to provide a substantial range of technical support and assistance to users of networks and personal computers in the unit.
3. Knowledge of extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transactions under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents, and reports.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information.
5. Knowledge of handling of evidence for criminal investigations to include documentation and chain of custody, and knowledge of concepts and fundamental principles that describe and guide proper employment of investigative services required to protect Air Force and DOD assets worldwide.
6. Ability to communicate effectively, both orally and in writing, train users and provide assistance to customers
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Conditions of Employment Continued:
AFOSI funds management is a particularly sensitive program since funds are closely monitored and used for authorized expenses in support of the AFOSI investigative mission. The legal requirements for managing Advance of Funds (confidential funds) are stringent and subject to severe legal sanction if not handled properly.
