The primary purpose of this position is to provide planning, directing, organizing, and exercising control over PACAF Quality Assurance Program.
Duties
Plans, organizes, and directs financial activities, ensuring that PACAF/FM complies with legal and regulatory requirements and meets customer needs.
Serves as functional representative for HQ PACAF/FM for command plans and programs in making decisions for functional activities where there may be no precedent or known policy or process.
Represents PACAF with a variety of installation and functional area organizations. Maintains close liaison with HQ PACAF Budget Division, SAF, Defense Finance and Accounting Service (DFAS) and other MAJCOM comptroller functions.
Establishes policy and procedures for use within the commands financial services operations.
Formulates, develops, and interprets financial management data for levels of management, and reviews, revises, and implements financial systems and procedures for command.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of techniques and method for the assessment, evaluation and improvement of wartime/contingency and program directive efficiency and effectiveness or the improvement of complex financial management processes and systems; knowledge and understanding of the functions of the Pacific Air Forces Command and Pacific Command; wartime missions and organizations of PACAF; Comptroller agent operations; knowledge of intra/inter-agency policies, procedures, and regulations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of departmental pay, travel and purchase card and financial systems policies, processes, procedures, and regulations for the Financial Services Office.
Knowledge of management principles, objectives, and techniques.
Skill in using desktop computer and application software programs (e.g. word processing, spreadsheet, ABSS, WAWF, CARE, EAGLS, DEAMS, etc.).
Ability to communicate effectively both orally and in writing; negotiates complex issues and maintains good working relations.
Ability to participate in study team, and originate new ideas, projects, and methodologies; ability to plan, direct, and coordinate difficult and complex programs.
Ability to gather facts, assembles and analyzes data, evaluate, and make sound decision, and correct deficiencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
