The primary purpose of this position is to serve as the Resource Manager for the Pacific Air Forces Commander (COMPACAF), Command Staff, and Special Staff with a total of 23 offices supported. This position will work directly for the 2-star General Officer HQ PACAF Chief of Staff and provides expert financial analysis.

Duties

At the MAJCOM level, utilizes expertise to assemble prior, current and future year budget program data, then formulates, analyzes, modifies and interprets funding requirements to ensure consistency with HQ AF, SAF/FM and PACAF/FM policies, regulations and directives. Gather and monitor monthly accounting obligation and expenditures for all accounts and initiates requests for additional resources including personnel, equipment, supplies and contract support. Coordinates with a variety of installation and functional area organizations. Establish, develops and maintains effective working relationships with A-staff Directorates, and subordinate units, Wing FM officers, and PACAF installation civilian and military managers. Works with functional counterparts and technical experts at multiple internal and external organizations and levels. Uses automated budgetary system(s) and computer-generated products in accomplishing budgetary and funds control assignments. Periodically performs quality checks of automated system database information ensuring accuracy, validity, and regulatory requirements are met and maintained at a standard of adequacy sufficient to produce reliable reports and products for use in the budget processes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes basic knowledge of information technology systems and hardware sufficient to analyze financial activities and develop and charts functional logic for new and revised automated financial management systems; and effectively presents financial management needs to information technology specialists. As well, detailed knowledge of budgeting policies, regulations, procedures, and administrative and financial management systems to include in-depth knowledge of the mission, roles, functions, organizational structures, work processes and sources of funding pertaining to budget formulation and financial management to provide guidance to subordinate units. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of the DoD , AF, PACAF, and DFAS policies, procedures, techniques, and methodologies pertaining to accounting, budget formulation, and financial management. 2. In-depth knowledge of the mission, roles, functions, organizational structures, work processes and sources of funding pertaining to budget formulation and financial management to provide guidance to subordinate units. 3. Comprehensive knowledge and understanding of various federal financial management, and policy, including knowledge of the Congressional Budget Process, as it relates to the formulation of annual and multi-year budgets and timetable to achieve established mission objectives. 4. In-depth knowledge in the application of methods and techniques to analyze and evaluate the effects of changes in program/unit plans and funding. 5. Skill in preparing written correspondence, presenting oral briefings and representing the organization's viewpoint in formal meetings and negotiations with officials. 6. Ability to gather, assemble, and analyze information and data to prepare proposals or determinations, program and budget estimates, develop alternatives, and make recommendations to resolve policy issues or funding problems. Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
