Duties
This Executive Advisor (CT Coordinator) position is located in Operations Support (OS), Front Office (FO), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the direct representative/management official on behalf of the Executive Assistant Administrator (EAA)/Deputy Executive Assistant Administrator (DEAA) directing, and coordinating the efforts of other professionals in multidisciplinary studies of extraordinary importance to the EAA/DEAA and for TSA as an agency.
Oversees and integrates planning efforts to accomplish various phases of project requirements concurrently or sequentially and define objectives, develop innovative approaches, provide oversight and communicate roles and team expectations and requirements effectively.
Serves as liaison for the Executive Assistant Administrator/Deputy Executive Assistant Administrator (EAA/DEAA) with counterparts within TSA, as well as DHS and other intergovernmental committees and working groups, also attends meetings, conferences, and high-level briefings on behalf of the EAA/DEAA and briefs leadership regarding significant results and developments. Often represents the organization as a principal point of contact to provide advice and guidance on the applications of policies and procedures to internal and external contacts.
Conducts research into highly complex program and policy areas and exercises primary responsibility for developing goals, analytical framework, and appropriate methodologies to be used in each aspect of the study and for reviewing and approving final work products produced by others.
Serves as an authoritative source of information to the Executive Assistant Administrator/Deputy Executive Assistant Administrator (EAA/DEAA) on proposals that impact broad programs and organizations. Keeps current on legislative activities and Department of Homeland Security (DHS) policy and its potential impact on key Transportation Security Administration (TSA) strategic programs.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes:
Developing strategic plans, identifying policy issues, defining alternatives and recommendations; and
Providing advice to management on developing and revising strategies, policies, and directives for operations throughout the agency/department; and
Planning, directing, and carrying out long range projects and policy studies.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
