The primary purpose of this position is to serve as the primary point of contact to the squadron commander/director as the primary security manager, alternate unit deployment manager, Unit Program Coordinator (UPC), and all administrative support programs.

Duties

Serves as Primary Squadron Security Manager. Serves as Alternate Unit Deployment Manager (UDM). Responsible for managing all administrative support program functions for the commander/director. Serves as the resident subject matter expert for all mandated administrative support programs. Serves as the organizational point of contact and liaison with the personnel flight on military and civilian personnel issues. Oversees planning, administering, and monitoring manpower resource requirements.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes formulating program goals, plans, policy implementation guidelines, procedures, and work plans dealing with the development and operation of information security programs. Providing sound technical advice on response to mobility concepts and procedures in support of deployment tasking. Demonstrating sensitivity and responsiveness to the needs and requirements of both internal and external customers. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed post master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the organizational and functional responsibilities and operations of an organization. 2. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 3. Knowledge of structure, programs and work methods of organization for personnel/manning issues. 4. Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solve problems. 5. Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines. 6. Ability to plan and organize management programs and functions of an organization. 7. Knowledge of a wide range of deployment management operations concepts, principles, practices, procedures, and regulations that involve planning, coordinating, or evaluating contingency support, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, mobility training, tracking readiness, automated data systems, and logistics command and control within the squadron. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
