Duties
Serves as lead management and program analyst for learning initiatives and workforce development to support strategic direction.
Responsibilities include planning, development, and implementation of policies, procedures, and internal management control of workforce development.
Develops and maintains program guidance for the directorate training plans and coordinates with the corporate training program manager for on-site training sessions.
Provides training guidance to the director, supervisors and employees on directorate-level initiatives.
Develops, presents and/or conducts information briefings on the subject of workforce development and related issues.
Establishes and maintains communications with the appropriate staff within DLA and DLA Logistics Information Service, ensuring knowledge transfer to advance and sustain mission requirements.

Qualifications
To qualify for a Management and Program Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Utilizes systems/software to manipulate and display data in various formats.
Performs analytical and evaluative work in order to develop and execute phases of operating programs.
Provides written communication that is used in briefings, reports, and other ways material is presented to pass on information.
Plans, schedules and conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or work setting.
Provides leadership to serve as an independent manager (to plan, prioritize, coordinate, and manage work).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
