This position is part of the U.S. International Development Finance Corporation (DFC), Office of Information Technology (OIT). As a Supervisory IT Specialist (AI/Digital Experience), you will be responsible for leading, directing and managing a staff, portfolio and resources that will take advantage of Artificial intelligence (AI) and robotic processing to improve customer experience while ensuring compliance with federal AI policies and laws.
Duties
As a Supervisory IT Specialist, you will:
Serve as the subject matter expert on AI and robotic processes to ensure agency compliance with federal AI policies and laws.
Serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees within Artificial Intelligence and Digital Experience.
Develop a compelling portfolio or product vision for the agency to deliver capabilities that empower differentiated customer experiences and deliver breakthrough business value.
Provide cutting-edge digital services to the agency including but not limited to, product and platform management, agile application development, robust enterprise cloud services, advanced data analytics, and visualization capabilities.
Establish a vision, strategy, and operational plan that will drive the ongoing modernization of Information Technology (IT), AI and digital services that support DFC staff and partners to achieve the DFC mission.
Formulate technology investments decision by assessing opportunities for reusing Enterprise solutions and/or building new ones.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
BASIC REQUIREMENT
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

ADDITIONAL REQUIREMENT
In addition to the Basic Requirement listed above, you must meet the required specialized experience listed below.
One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your experience in all of the following:
(1) Applying advanced technical or policy knowledge in Artificial Intelligence or Machine Learning (AI/ML).
(2) Experience in digital product management/design to ensure end user requirements.
(3) Experience managing, collaborating and influencing cross functional teams where your technical expertise was used to drive decision-making processes and implement strategic initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
