This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Mission Support (DCMS), Assistant Commandant for Human Resources (CG-1), Office of Strategy and Resources (CG-1R), Washington, DC.
Duties
You will serve as Management and Program Analyst assessing the strategic priorities and assisting in action plan development, targeting improvements in both effectiveness and efficiency of priorities and objectives. Assignments include responsibility for maintenance, development, monitoring of major/complex programs/systems or subsystems. Being a CG civilian makes you a valuable member of the team. Qualifications
You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to the GS-09 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes:
Utilizing a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management processes and systems.
Developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.
Assisting in development of administrative and/or operational support.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
OR
A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes:
Evaluating the effectiveness of various planning and management practices, analysis of multi-year budget, analysis of administrative processes, understanding organizational culture, and/or general management review.
Conducting analyses, studies and surveys to support the development of administrative and/or operational systems or processes.
Assessing the productivity, effectiveness, and efficiency of administrative and/or operational systems or processes.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
