The primary purpose of this position, TECHNICAL DATA MANAGEMENT SPECIALIST, GS-0346-12 is to serve as a Data, Configuration, and Technical Order (TO) Management Specialist and perform specific portions of data, configuration, TO and engineering data management tasks in support of the AFLCMC/EBH Munitions Division.

Duties

Provides data, configuration, engineering data management, and deficiency reporting requirements for new and revised statements of work, requests for proposals, acquisition management plans, and other program documentation. Controls requests for data from the data accession list and processes one-time Data Item Descriptions (DIDs). Ensures that technical documentation in the form of specifications, Interface Control Documents (ICDs), Acceptance Test Procedures (ATPs) and engineering drawings document the functional, allocated and product baselines. Participates in formal technical reviews of contract end items such as Preliminary Design Review (PDR) and Critical Design Review (CDR). Evaluates Engineering Change Proposals (ECPs), Requests for Variances (RFVs), Notice of Revisions (NORs), and Contract Change Proposals (CCPs) for adequacy, completeness and compliance with directives. Serves as a Technical Order Management Agency (TOMA) Manager providing guidance and support to section TOMAs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Example of creditable specialized experience includes: knowledge of weapon systems/subsystems and equipment specifications that includes engineering drawings and contractor engineering control/release processes and understanding of systems and equipment specification use and maintenance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.*NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of data, configuration, and engineering data management, and deficiency reporting requirements as specified in military specifications and standards, and organizational directives. 2. Knowledge of engineering drawings and contractor engineering control/release processes. 3. Understanding of contractor estimating/pricing techniques as related to proposal evaluation. 4. Knowledge of, and skill in, the use of principles of negotiation as required to reconcile diverse opinions that can arise from conflicts in ECP/RFV evaluation, contracting, engineering data/data management, and audits. 5. Knowledge of the Wing structure and contractor operations and familiarity with the various management and technical disciplines involved to sufficiently understand technical and procurement terminology and procedures. 6. Ability to speak and write effectively. 7. Ability to plan, organize and chair conferences and meetings. 8. Skill in developing corrective actions for observed discrepancies. 9. Familiarity with policies and issues pertaining to priority rights in data. 10. Knowledge of AF Air-to-Surface and ground munitions systems and associated equipment sufficient for writing, editing, and/or formatting of TO manuals. 11. Skill in the use of ETIMS, and Document Services Online (DSO) AF indexing/printing programs to maintain accurate publication, print, and distribution of TO manuals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: Work is mostly sedentary. Workloads are cyclic and may requirement intense concentration for several hours at a time. Configuration audits, reviews, and meetings at contractor sites require TDY. WORK ENVIRONMENT: Most work is performed in an office setting. Incumbent may be required to travel by commercial or military air in the performance of TDY.
