About the Position: This position is located at Brooke Army Medical Center (BAMC), Fort Sam Houston, Texas. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service.

Duties

Utilize automated systems to produce various personnel reports, conduct timekeeping, and produce various documents, charts, and spreadsheets. Analyze and process civilian Requests for Personnel Action from all department/services/divisions within the hospital. Assist with management studies to determine the validity of requests for additional staff. Develop and control various administrative directives involving personnel actions. Work closely with managers and supervisors to provide technical assistance and support in developing new positions. Provide advice and guidance on the interpretations and applications of personnel directives.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• A Personnel Security Investigation is required.
• Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
• Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: In order to qualify, your resume must demonstrate that you possess at least one year of specialized experience which includes performing administrative tasks such as analyzing, verifying and producing personnel reports; managing manpower requirements; and providing technical assistance and support in developing new positions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study]. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
