You will serve as a CASE MANAGER in the Naval Facilities Engineering Systems Command (NAVFACENGSYSCOM) headquarters (HQ), an Echelon II Command, within the Expeditionary Directorate's (EX) Contingency Engineering (CE) Division. of NAVFAC OSF.

Duties

You will analyze and execute financial transactions in support of the assigned FMS/BPC Program(s). You will coordinate with members of the NAVFAC FMS/BPC community and will develop cost and availability data that can be utilized in the preparation of P AND A data. You will need the ability to communicate effectively both orally and in writing. You will need the ability to accept differing views, make rational assessments, and present alternatives and solutions with tact and conviction. You will be responsible for the coordination of all program aspects of the construction life cycle. .

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Mastery of management principles and organizational practices to lead a team and collaborate with stakeholders throughout various phases of a program/project. 1) Incumbent applies principles, methods, and tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. 2)Knowledge of analytical and evaluative methods related to program/project management to analyze program requirements and develop and recommend strategies for execution.3) Comprehensive skill in applying, enforcing, and integrating rules, regulation, and guidelines that impact projects and programs. 4) Ability to study, identify and solve complex problems; develop innovative support approaches to resolve identified issues.5) Broad working knowledge of the range of administrative laws, policies, directives, regulations, and precedents governing the administration of appropriated funds and DoD Acquisition programs. NOTE: Your resume must clearly demonstrate the specialized experience. PHYSICAL DEMANDS Work is primarily sedentary. Common office items that weigh less than five pounds are lifted and carried throughout the workday such as paper, files, books and reference materials. WORK ENVIRONMENT Majority of the work is performed in an office setting with no unusual risks or hazards. Normal office safety precautions are in effect.
