The primary purpose of this position is to serve as a Wideband Satellite Communications (SATCOM) Transmissions and Payload Controller, in support of a Wideband SATCOM Operations Center (WSOC).

Duties

Provides advice and instructions to other satellite controllers on technical work and operational processes. Studies directives and criteria emanating from higher authorities and based on analysis of this documentation develops, implements, directs, and manages specific guidelines and procedures to be applied in executing work applicable to Wideband SATCOM and all functional and associated SATCOM and satellite areas. Supports Force Modernization fielding efforts at the local site.

  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. It is required to (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • May be required to work an irregular tour (i.e., shift work).
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, Individual Occupational Requirement for Telecommunications (IOR), Series 0391. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN INDIVIDUAL OCCUPATIONAL REQUIREMENTS (IOR) - Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01 grade level or equivalent in the Federal Service, which provides a basic knowledge of telecommunications functions, problems, and/or solutions. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include adapting existing plans and techniques to accomplish complex projects/programs. Recommends improvements to the design or operation of systems, equipment, or processes. OR EDUCATION: Completed a full four-year course of study leading to a bachelor's degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge Wideband SATCOM systems and operations sufficient to serve as a technical advisor to other satellite controllers. Ability to configure and operate Wideband satellite systems, management, planning, and tools to ensure authorized levels of performance. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them;coordinate with other organizations; monitor progress, and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
