The primary purpose of this position is to serve as a command-level Human Resources Specialist with responsibility for planning, developing and carrying out the full range of command personnel program oversight and related management advisory services for AFMC/A1 Headquarters functional Organizations.

Duties

Participates in special projects and initiatives and performs special assignments for the programs assignee. Provides direction, guidance and management of assigned programs and initiatives, and advises leadership, management officials, installation specialists and employees regarding legal and regulatory requirements and or entitlements. Develops procedures and guidance to determine the quality of programs and status of initiatives. Prepares necessary correspondence, documentation and reports related to assigned programs and duties.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: SPECIALIZED EXPERIENCE: I have, or within 120 days of the closing date will have, at least 52 weeks of specialized experience at the next lower broadband (NH-2), grade level (GS-11), or equivalent pay system in Federal service. Specialized experience includes experience participating in special projects and special assignments including but not limited to Affirmative Employment, Position Management and Classification, and Workforce Shaping. Experience supporting and serving as a command Subject Matter Expert (SME) on Command and Directorate goals including one or more of the following: policies, procedures, studies, and initiatives related to assigned programs. Experience offering recommendations to management on appropriate actions or interpretations of Command issues. Experience initiating special projects to include but not limited to determining resources and establishing milestones and goals. Participates in the improvement process regarding policies, procedures and practices that adhere to regulatory and legal requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying the full range of civilian personnel management principles, concepts, practices, and analytical techniques for assigned programs. 2. Comprehensive knowledge of the provisions of a variety of public laws, Executive orders, decisions, and Federal regulations related to, or impacting assigned programs. 3. A broad understanding and detailed knowledge of the Air Force and Commands mission, organizational structure, management policies, procedures and practices sufficient to perform complex assignments related to high visible Air Force programs, projects and initiatives. 5. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex issues and the development of concrete action plans. 6. Ability to express ideas and concepts and communicate effectively, orally and in writing, using an appropriate level of tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
