Duties
Performs a variety of surveys and studies to analyze, measure, and improve the effectiveness, and Efficiency of administrative policies, standards and program management techniques used in the organization, and their impact on Directorate Operations.
Analyzes pertinent management data and develops statistical and narrative data to justify any changes and recommendations; prepares and presents briefings.
Performs various support tasks including tracking and assigning all Directorate suspenses to include assignment to DLA HQ. Gathers and reviews all correspondence through Command and DLA HQ ensuring accuracy, correct format, and signatures.
Serves as the focal point for: Bi-weekly command reporting, Significant Event Chart for Staff, Hi-Viz updates, J6 and facilities issues centralized POC, and Training notifications and distribution.
Controls the management of the conference rooms, equipment, scheduling interviews, and inventory of Office Supplies.
Conducts in-depth management studies of the directorate to analyze the effectiveness, efficiency and productivity of administrative and other programs.
Serves as the Directorate SME for Budget, EAGLE timekeeping and certification, Defense Travel System (DTS) orders, vouchers and training, Task Management Tracker (TMT) and personnel actions such as hiring/recruitment, retirement, awards etc.
Makes recommendations to Director/Deputy on ways to improve the effectiveness and efficiency of work operations .

Qualifications
To qualify for a Management and Program Analyst your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in grade General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Gathers information; identifying and analyzing issues; assessing the impact of proposed policies, processes, and actions; and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations.
Improves the accuracy and consistency of the Directorate's policies and programs and the administrative aspects of the organization's missions.
Actively participates in planning, resourcing, and implementing programs and serves to enhance mission support and improve efficiency and effectiveness.
Evaluates proposed staff actions and business practices and assists the Director/Deputy Director in implementing management plans and decisions.
Assists the Director/Deputy Director in monitoring progress on action items and advises the principals on status, planned actions and selected decision issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
