Duties
The primary purpose of this position is: To serve as a first-level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Combat Operations Division within an agency Direct Report Unit (DRU) headquarters.
Plans, organizes, and directs the activities of the division, ensuring that work complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Division and supports AFOTEC participation in activities with Product Centers, Major Commands, HQ Air Force, Sister Services, and Office of the Secretary of Defense (OSD), Director of Operational Test and Evaluation (DOT&E) action officers.

- Work requires frequent travel away from the normal duty station by commercial and/or military aircraft.
- Employee must be able to obtain and maintain a top secret security clearance.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or other holidays.
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP)
- Employee must meet, or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position; the APDP level required specifically for this position will be identified locally.
- This is a Centrally Managed position in the Operations career field.
- This is a supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met their requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management and Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Major Command, Air Force, DoD, and Sister Military Services program goals and objectives, the sequence and timing of key operational test activity requirements, structure, milestones, concepts, principles, practices, and applicable regulations and the conduct of major operations such as combat, mobilization, aircraft, armament, electronic warfare, rescue, special operations, airlift, C4ISR, Space, Missile, Missile Defense, or technology projects; Knowledge of program goals, objectives, and operational missions while planning, coordinating, and budgeting OT&E test activities, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Knowledge of a wide range of qualitative and quantitative methods for the planning and assessment of operational tests for highly complex weapon systems and subsystems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of a wide range of qualitative and quantitative methods for the planning and assessment of operational tests for highly complex weapon systems and subsystems.
Skill to research, analyze, and interpret high-level guidelines including general, DoD, Joint Service, and military service directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems.
Ability to communicate effectively both orally and in writing; including ability to effectively negotiate complex issues and maintain good working relationships. Ability to plan, organize, and direct the functions and staff of the organization; including ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
