This position is assigned to Commander, Navy Installations Command (CNIC); Fleet and Family Readiness (FFR) Programs (N9); Family Readiness Programs (N91). Incumbent serves as a Program Analyst responsible for providing policy/program and manpower management expertise including resource planning and development for the Navy's Fleet and Family Support Programs to ensure a high quality, flexible, support program of human services for active-duty military and their families.

Duties

Duties include but are not limited to: Provides policy/program and manpower management expertise including resource planning and development for the Navy's FFSPs to ensure a high quality, flexible, support program of human services for active-duty military and their families. Analyzes, evaluates and advises management on the effectiveness of line programs and/or the efficiency of the management of assigned programs. Performs analysis, evaluation and advisory assignments related to the effectiveness of line programs and/or the efficiency of the management of operating programs. Performs business analysis functions in assigned areas. Assists in the preparation of labor budget estimates and justifications; providing information and advice to program managers; reviewing and editing office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines. Conducts detailed analyses of complex functions and work processes of technical line programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Develops new methods, organizational structures, and management processes. Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques. Prepares information and position papers, briefing statements and verbal reports to present to higher authority. Develops detailed and specialized charts, graphs, slides, and indices to be used for briefings, presentations, and publications. Manages the FFSP Enterprise Modeling System, acting as the Government project manager with respect to administering user rights, maintenance, development, troubleshooting and testing of the system.

Requirements

  • Must pass all applicable records and background check.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must be a U.S. Citizen to obtain and maintain a Secret Security clearance.
  • Must reside within the local commuting area (50-mile radius) of one of the following bases: Washington Navy Yard, Naval Support Activity Mid-South or Naval Station Norfolk.

Qualifications

A qualified candidate possesses the following: A master's or equivalent doctoral degree or two (2) full years of progressively higher-level graduate education leading to such a degree in a subject-matter field appropriate to the position (General Human Resources, business administration and management, operations management, etc.); or at least two (2) years of specialized experience providing program analysis of manpower in support of the Department of Defense (DoD) program operations; or an equivalent combination of education (equivalent to a major in the related field) and specialized experience (providing knowledge of manpower management in support of the Department of Defense (DoD) program operations). Knowledge of Federal and Departmental manpower processes, policies, procedures, and regulations to ensure labor budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives. Knowledge of Federal and agency regulations of the specific organization's programs and missions. Knowledge of pertinent laws, regulations, and policies related to program/operations area to consider their impact on programs. Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness which have impact on Navy FFSP goals and objectives. Knowledge of assigned organization and programs to analyze and evaluate the effects of continuing changes in program plans and funding on the accomplishment of the organization's manpower and program goals and objectives. Knowledge of business manpower modeling and business information technology systems as they pertain to manpower tracking and management. Knowledge of CNIC's organizational structure and mission(s) of organizations. Skill in the use of Microsoft Office programs (e.g., Word, Excel, power Point, Outlook). Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch. Ability to develop and effectively deliver presentations and./or training. Ability to communicate effectively both orally and in writing.

Education

A qualified candidate possess one of the following:

A master's or equivalent doctoral degree or two (2) full years of progressively higher-level graduate education leading to such a degree in a subject-matter field appropriate to the position (General Human Resources, business administration and management, operations management, etc.).

At least two (2) years of specialized experience providing program analysis of manpower in support of the Department of Defense (DoD) program operations.

At least two (2) years equivalent combination of education (equivalent to a major in the related field) and specialized experience (providing knowledge of manpower management in support of the Department of Defense (DoD) program operations).
