The primary purpose of this position is to: To serve as first-level supervisor of J65 Theater Plans Division, providing planning, directing, organizing and exercising control over nonsupervisory employees assigned to J65 Theater Plans Division.
Duties
Plans, organizes, and directs the activities of Special Operations Command Central (SOCCENT), ensuring that Communications and Information Technology complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities
Provides guidance and administrative management over IT Requirements, budgets, contracting, and emerging technology
Plans and develops methods, procedures, policies, and techniques governing SOCCENT's SIE C4 PoR Tactical systems configuration management Telecommunications and IT Technology
Evaluates command requirements for Intelligence, Surveillance and Reconnaissance
Develops and maintains C4 planning road maps to describe the needed technical processes, personnel skill level, facilities, and equipment to achieve the strategic vision.

Qualifications
Employee must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI)
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the
organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a broad range of telecommunications and IT systems analysis concepts, techniques, and principles sufficient to evaluate business practices and processes, evaluate feasibility of system development projects, and development of functional requirements and specifications; knowledge of systems management and analytical methods and practices, such as principles and methods used for requirements analysis, cost-benefit analysis, project management, modeling, and performance; knowledge of policies, processes, and procedures used by DoD and Theater Special Operations Commands (TSOCs) for operational support, strategic planning, programming, and budgeting, as well as acquisition management and how they apply to information technology and telecommunications systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a broad range of telecommunications and IT systems analysis concepts, techniques, and principles sufficient to evaluate business practices and processes, evaluate feasibility of system development projects, and development of functional requirements and specifications.
Knowledge of safety and security regulations, practices, and procedures
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing
Knowledge of systems management and analytical methods and practices, such as principles and methods used for requirements analysis, cost-benefit analysis, project management, modeling, and performance
Knowledge of policies, processes, and procedures used by DoD and Theater Special Operations Commands (TSOCs) for operational support, strategic planning, programming, and budgeting, as well as acquisition management and how they apply to information technology and telecommunications systems
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
