Duties
This Supervisory Information Technology Specialist position is located in Enterprise Support (ES), Information Technology (IT), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Additional duties include but are not limited to:
Provides technical advice to decision makers and its users in setting program goals and establishing priorities to support the assigned projects. Articulates and communicates the assignment, project, problems to be solved, actionable events, milestones, and/or program issues under review and deadlines and time frames for completion. Prepares reports and maintains records of work accomplishments and administrative information as required.
Provides technical advice, guidance, and recommendations to management and other technical specialists on a variety of complex and critical IT issues impacting mission critical applications and systems or problems within all levels of the organization or with external government or industry executives.
Examines data from multiple disparate sources with the goal of providing security and privacy insight. Designs and implements custom algorithms, workflow processes, and layouts for complex, enterprise-scale data sets used for modeling, data mining, and research purposes. Collect metrics and trending data to conduct hypothesis testing using statistical processes.
Provides actionable recommendations to critical stakeholders based on data analysis and findings. Utilize open-source language such as R and apply quantitative techniques (e.g., descriptive and inferential statistics, sampling, experimental design, parametric and non-parametric tests of difference, ordinary least squares regression, and general line).
Develops and implements data mining and data warehousing programs and coordinates significant technical matters with representatives of external organizations.
Reads, interprets, writes, modifies, and executes simple scripts (e.g., Perl, VBScript) on Windows and UNIX systems, and may perform tasks such as parsing large data files, automating manual tasks, and fetching/processing remote data.
Provides monitoring, evaluating, and ensuring data and systems compliance with IT security requirements. Perform data analysis using Structured Query Language (SQL) with industry leading relational database management systems (RDBMS) such as Oracle, MSSQL, or DB2 and network and storage.
Exercises a full range of supervisory and personnel management authorities that include directing work of subordinate staff, coordinates and evaluates subordinates' work to assure balanced workload and timely responses, gives advice, counsel, and provide instruction to employees on both work and administrative matters.
Manage teams across two geographically separated locations. Multitask, prioritize, and minimize risk under pressure and escalate issues accordingly in a mission-critical federal government environment.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Applying project management from project initiation, planning, approval, execution and closeout within Information Technology (IT) environment.
Experience advising leadership on opportunities to leverage a wide variety of IT best practices to improve productivity and performance.
Expert knowledge of and skill in applying IT systems development life cycle management concepts; software design concepts, agile framework (e.g Scaled Agile Framework), and good understanding of supported programming language (e.g., Java).
Practical skill in oral communication, to make clear and convincing technical presentations, brief management, and maintain effective communications with stakeholders.
Expert knowledge of and skill in analyzing and researching data from multiple disparate sources, modeling, and data mining large scale data sets.
Prior supervisory or team lead experience, advanced knowledge of the mission, functions, and organizational goals to help develop strategies to meet current and anticipated program requirements.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
