Duties

This Supervisory Information Technology Specialist position is located Enterprise Support (ES), Information Technology (IT), Technology Solutions Division (TSD), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Represents TSD as the senior technical point of contact on information security projects. Presents briefings and consultative services to executive and management officials on a wide variety of IT security applications and practices. Provides technical advice to decision makers and its users in setting program goals and establishing priorities to support the assigned projects. Articulates and communicates the assignment, project, problems to be solved, actionable events, milestones, and/or program issues under review and deadlines and time frames for completion. Prepares reports and maintains records of work accomplishments and administrative information as required. Provides technical advice, guidance, and recommendations to management and other technical specialists on a variety of complex and critical IT issues impacting mission critical applications and systems. Provides oversight of cybersecurity information systems and networks, including managing information security implications within the organization, specific program, or other area of responsibility, to include strategic, personnel, infrastructure, requirements, policy enforcement, emergency planning, security awareness, and other resources. Conducts assessments of threats and vulnerabilities; determines deviations from acceptable configurations, enterprise or local policy; assesses the level of risk; and develops and/or recommends appropriate mitigation countermeasures in operational and nonoperational situations. Ensures multiple programs compliance with various types of security guidance or requirements such as: DHS Sensitive Systems Policy Directive 4300A, the Federal Information Security Management Act (FIAMS), National Institute for Standards and Technology (NIST) guidance, and the Federal Risk and Authorization Management Program (FedRamp). Responsible to maintain baseline system security according to policies. Exercises a full range of supervisory and personnel management authorities that include directing work of subordinate staff, coordinates and evaluates subordinates' work to assure balanced workload and timely responses, gives advice, counsel, and provide instruction to employees on both work and administrative matters. Manage teams across two geographically separated locations. Multitask, prioritize, and minimize risk under pressure and escalate issues accordingly in a mission-critical federal government environment. Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Applying project management from project initiation, planning, approval, execution and closeout within Information Technology (IT) environment. Experience as an Information System Security Officer (ISSO), ensuring compliance with National Institute of Standards Technology (NIST), and advising leadership on implementing Cyber security best practices. Experience with security scanning tools (Appscan, Nessus, Burp) and interpreting scanning results. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
