This position is located at Bureau of Engraving and Printing, within the Compliance Division WCF. As a Product Accountability Analyst, you will be analyzing, evaluating, and improving products accountability systems for the Office and Divisions by developing and implementing internal controls for the systems, conducting physical inventories as required and implementing significant program initiatives that are designed to refine, modify and redesign the accountability systems.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
As a Product Accountability Analyst, you will:
Review product control systems in accordance with standards established by the U.S. General Accounting Office (GAO), and assess adequacy of internal controls in ensuring compliance with the control standards established by the Department of the Treasury (DOT), Office of Management and Budget (OMB) and GAO.
Evaluate the operational effectiveness of the product control systems and their compatibility with existing and proposed computer applications, and identifies need for refinement, modification, or redesign of systems and the improvement in such systems and their computer applications for senior managers.
Plan, conduct and lead reviews and assessments of control systems to ensure compliance with Office and Divisions objectives and policies, program conformity and the maintenance of required documentation of program activities.
Perform and lead cycle counts, physical inventories, and tagged counts of security items and products, including, raw materials, spare parts, work-in-process, finished goods and items of reproduction to ensure that physical counts are reconciled with the current system balances maintained in the Bureau of Engraving and Printing's Manufacturing Execution System (MES).
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.
Specialized Experience for this position includes:
Assisting with gathering information about the mission, function, and work procedures of the organization; AND
Locating and choosing the appropriate guidelines and procedures for application to specific cases; AND
Carrying out assignments independently
OR You may substitute education for general or specialized experience as follows:
One full year of graduate education in a related field; OR
Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); or grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit; OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-07, you must have been at the GS-05level for 52 weeks.
