The primary purpose of this position is to deliver a full-range of advisory services and performance within the Air Base Wing Labor-Management Relations (LMR) functional area, ensuring operational efficiency by adhering to legal, contractual and regulatory guidelines to attain an effective execution of the LMR Program at the Installation level.

Duties

Advisory Services: Incumbent serves as a labor relations specialist providing assistance, advisement and consultation to a wide range of management and supervisory officials with varying missions at the Installation level. Responsible for resolving potentially controversial or contentious labor relations issues, which may define or modify existing precedent in support of a variety of organizations that are dynamic in nature with varying mission requirements. Contract Administration: Ensures Installation manager and supervisory compliance in accordance with the HQ AFMC Master Labor Agreement, Local Supplement Agreements and other local policies, memorandums of agreement/understanding executed under appropriate Air Force Instructions. Researches, develops and reviews management responses to employee grievances and union grievances, ensuring decisions and/or remedies are legally sufficient and enforceable if challenged in third party proceedings. Program Management: Serves as the Labor Management Relations (LMR) focal point/subject matter expert for one or more LMR programs or functional areas in support of arbitrations, administrative grievances, unfair labor practices, labor management forums, information requests, e-based sites, etc. Composes a variety of documents specific and outside of the LMR functional area to include articles for publication in newsletters, briefings, training courses, reports, policy letters, advisories, and comments on new supplements/regulations/directives, and responses to inquiries from Congress, higher headquarters, and other federal agencies.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GENERAL EXPERIENCE: Applicants must have at least 1 year (52 weeks) of General Experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. General experience is experience and skill in resolving potentially controversial or contentious labor relations issues, which may define or modify existing precedent in support of a variety of organizations that are dynamic in nature with varying mission requirements; formulates and presents opinions and advisory approaches based upon experience and, on more complex issues with the advisement from senior specialists within the labor/management relations functional area; researches, develops and reviews management responses to employee grievances and union grievances, ensuring decisions and/or remedies are legally sufficient and enforceable if challenged in third party proceedings; making sure written correspondence is delivered timely, factually accurate, clearly written, legally sound and in compliance with all regulatory or collective bargaining provisions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of labor management relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform detailed analyses to draw conclusions on difficult issues, problems and situations in order to advise managers on a wide range of issues. 2. Wide knowledge of Federal Human Resource Management (HMR) functions, theories and techniques and the basic relationship of various HMR disciplines sufficient to advise management and employees regarding rules, regulations, procedures on their obligations and entitlements. 3. Knowledge of legal research methods, information-gather techniques, and analytical capabilities sufficient to locate, interpret and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have reached. 4. Knowledge and skill on conflict resolution techniques sufficient to interact in highly-charged, emotional situations which may arise due to delicate or highly contest case matters and determinations. 5. Proficiency in gathering facts and using effective analytical and evaluative methods to accurately assess information to produce legal and sound decisions and advisory services. 6. Ability to communicate effectively with others, both orally and in writing at a sufficient level to formulate and present arguments, advisory opinions, case documentation and Installation specific policy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
