Duties

ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) serves as the world leader in providing timely, relevant, accurate and actionable geospatial intelligence (GEOINT). NGA's civilian, military and contract personnel evaluate imagery, maps, charts, multiple layers of foundation data - such as terrain, elevation and gravity - and the full spectrum of visible and invisible light in order to help users visualize what is happening at a particular place and time. Our intelligence officers go beyond describing "what, where and when" to revealing "how and why" our work enables decision advantage for our policymakers, warfighters, intelligence professionals and first responders.NGA uses a flexible, high mobility career model. Individuals are hired for their overall skills within a specialty such as Program Manager, and then placed in various positions throughout the agency once they complete the clearance process. Although currently advertised as a non-supervisory, Permanent, telework-ineligible job posting with occasional travel, it is unknown which specific positions will be available after applicants complete the selection and clearance process. Because of this, aspects of the job such as travel, telework, etc. may change, depending on specific positions available at that time. It is also possible that applicants could be hired into a position with specific aspects and then change positions after serving for a period of time in that assignment. Applicants who have completed the clearance process receive final documentation about the nature of the specific position before they make the final commitment to join NGA.Duties may include but are not limited to: Collaborate with others to plan programs across their life cycle, lead program teams and activities, and monitor the acquisition process to ensure that work efforts achieve the outcome specified in the Agency's business strategy. They also validate and defend resource requirements, prepare procurement documentation, conduct technical evaluations, and monitor expenditures. They assess contractor performance and may perform source selection evaluation duties. DAWIA Certification may be required for this position; See Position License and Certification Requirements below for additional details. New Acquisition Workforce members or members transferring to a different or higher skill level will have, upon position entry, thirty-six months, forty-eight months, or seventy-two months, depending on the DAWIA Tier required, to achieve their certification. Current Acquisition Workforce members must maintain their current certification by achieving 80 Continuous Learning hours every twenty-four months (40 hours every 12 months).Additional Application Requirement: You may be asked to complete one or more assessments in addition to the application you submit on this website as part of your application to NGA. If the service agreement is terminated before its completion, the employee may be required to repay a pro rata share amount of the incentive to the government. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience managing cost, schedule and performance of acquisition, operations or support activities.2. Demonstrated experience utilizing acquisition principles, rules, regulations and methods.3. Demonstrated proficiency in or exposure relevant to managing the implementation of capabilities and managing the delivery of services.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Engineering, Finance, Mathematics, Operations Research, Statistics, Geographic Information Systems (GIS), or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in accounting, cost estimation, project management, requirements definition, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: DAWIA Certification may be required for this position; See Position License and Certification Requirements for additional details. New Acquisition Workforce members or members transferring to a different or higher skill level will have, upon position entry, thirty-six months, forty-eight months, or sixty months, depending on the DAWIA Tier required, to achieve their certification. Current Acquisition Workforce members must maintain their current certification by achieving 80 Continuous Learning hours every twenty-four months. -AND- Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Association of IT Asset Managers (IAITAM) principles.2. Demonstrated proficiency in the acquisition position DAWIA PM certification.3. Knowledge of Federal, DOD and Agency acquisition policies, procedures and regulations.4. Demonstrated experience in planning, executing and reporting on budgets.
