Duties

ADDITIONAL INFORMATION: Senior Software Developers identify, document, and analyze complex or ambiguous customer, business, and system requirements, evaluate alternative approaches, and design and develop solutions tailored to specific Agency, systems, and customer requirements. They lead the testing and integration of system solutions. They lead the development of software using various compiled or interpreted programming languages, the configuration and management of code, the planning and designing of systems architecture, the writing and maintenance of software program documentation, and the investigation and evaluation of new software technologies. They lead the rigorous application of information security and information assurance policies, principles, and practices in the delivery of application software services. They also oversee system and security design specification, documentation, and practice.Tasks:1) Develop software applications, services, and systems (e.g., user-facing and back-end services).2) Manage source code using industry version control best practices.3) Research new techniques and technologies to stay current in software development methodologies and tools.4) Utilize code validation tools to ensure that source code is valid, is properly structured, meets industry standards, is secure, and is compatible with browsers, devices, or operating systems.5) Collaborate with customers to define needs and/or specifications and develop proposed solutions.6) Test, secure, and integrate developed software applications into the operational baseline via automated pipeline processes.7) Perform test driven development utilizing strong unit testing techniques to include test cases mimicking external interfaces and addressing all browser and device types.8) Modify or enhance existing software to correct errors, to adapt it to new hardware, or to upgrade interfaces and improve performance.9) Create technical models, architectural artifacts, and/or prototypes that include physical, interface, logical, or data models (e.g., model view controller (MVC) programming practices). 10) Share actionable/valuable information with colleagues and leadership and engage with community as resident expert.11) Prepare reports and consult with customers or other stakeholders to advise on technical issues, provide operational support, respond to questions, and offer status updates.This position may be eligible for a RECRUITMENT INCENTIVE: selected candidates may be offered an incentive as part of the offer of employment. To receive the incentive, selected candidates must be eligible under 5 CFR Part 575, Subpart A, upon issuance of the Final Offer Letter. Changes in federal employment status prior to issuance of the Final Offer Letter may affect eligibility. To receive the incentive, selected candidates will be required to sign a service agreement to stay within the position at NGA for the agreed upon time. If the service agreement is terminated before its completion, the employee may be required to repay a pro rata share amount of the incentive to the government. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience using industry standard DevOps tools to design and deploy software.2. Demonstrated experience working with cross-functional teams to fulfill customer requirements.3. Demonstrated experience using a programming language such as Java, Python, JavaScript, or equivalent to build software applications.4. Demonstrated experience executing initiatives (deploying, debugging, etc.) related to cloud computing. 5. Demonstrated experience applying Agile methodologies to develop software. 6. Demonstrated experience building web application programming interfaces (API) using standards such as REST or SOAP.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Computer Science, Computer Engineering, Engineering, Information Science, Information Systems Management, Information Technology, Mathematics, Statistics, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of college coursework in any area listed in option A, plus experience in software design, information technology engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in software design, information technology engineering, or a related area that demonstrates the ability to successfully perform the duties associated with this work.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. 5+ years of professional experience with developing and deploying containerized applications to a Kubernetes container orchestration system.2. 5+ years of professional experience with frameworks such as Python Flask, Java Spring, Java Spring Boot, or JavaScript React.3. 5+ years of professional experience with Platform-as-a-Service such as Red Hat OpenShift.4. 5+ years of professional experience with deploying and securing software using DevSecOps best practices with pipeline technologies such as GitLab. 5. 5+ years of professional experience applying software security techniques, controls, and best practices to engineer software to mitigate vulnerabilities and risk against malicious attacks and ensure continued operations. 6. 5+ years of professional experience in developing and managing IT or software governance policy (e.g. software development standards, best practices in building and maintaining software).
