The Area Manager is located in the Office of Information Technology (OIT), End User Operations Midwest District. The Area Manager provides leadership and resource management (finance, human, and acquisition), leading the development and implementation strategy required to manage IT End User Operations.

Duties

The Area Manager directs a staff of professionals responsible for the execution of this program across multiple VA facilities and customer business lines encompassing a major metropolitan area, a State, or a small region of several States which significantly impact a wide range of VA activities, other agencies, or operations of outside interest such as University affiliates, and Veterans Service Organizations. This position is primarily aligned to the following NICE Cybersecurity Workforce Framework work roles: Cyber Codes: 801-Program Manager; 803-Product Support Manager; 805-IT Program Auditor Major Duties: Oversee the day-to-day operations, services, maintenance and security for all customers within their immediate geographic area. Directly responsible for support services and delivery for all VA customers (regardless of VA business line) within their immediate area and collaborates closely with partners in the Infrastructure Operations and Command Center Operations divisions to deliver full service and total ticket management for area VA IT end users. Provide management, supervision and services for Area Network Operations, Operations Support, Systems Integration, and Systems Design. Direct, review and participate in the design, development, implementation and maintenance of automated information systems and technical architectures in compliance with Congressional, VA, OI&T, and EUO directives. Plan, direct, and provide technical guidance to improve the Area Information Systems program and IT computing environment. Develop long range program goals and objectives, assign projects to subordinates and monitor operations to reach objectives. Evaluate facility proposals in the arena of operating systems environments, telecommunications, system engineering, budgeting, and systems architecture. Aligns EUO OIT Capital Assessment Planning (CAP) with the Mission of the Department of Veterans Affairs. Support area-wide leadership, planning, and management of information technology strategy, development, and implementation. Ensure contracts, TAC procurements, Request for Proposals (RFP), Request for Information (RFI), and Request for Quotes (RFQ) are created, funded, tracked, and closed for EUO District Area. Develop & monitor GRC Assessments, Security Control Assessments (SCA), OIG FISMA/FISCAM Audits that protects the NIST confidentiality, integrity, and availability (CIA) of the organization's information, information systems, and networks in accordance with policies, procedures and control techniques, and agency and federal regulations. Support delegated authority for all local IT service delivery within their area, including prioritization of End User Operations work. Act as an advocate for IT requirements with VA Lines of Business (VHA, VBA, NCA, etc.) and District IT management to ensure IT services provided at the facilities in the area are acceptable to the business. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Technology Awareness - Knowledge of developments and new applications of information technology (hardware, software telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements. Communications - Ability to establish and maintain effective communications and working relationships with persons of diverse backgrounds and educational levels both within and outside the organization which contribute to the successful attainment of goals and customer requirements. Specialized Experience: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of data communication technology, data base information management, distributive data processing, client/server and workstation architectures, WAN/LAN selection, acquisition, implementation and life-cycle management processes and modernization of office automation system/support is essential. Requires detailed knowledge of hardware, software, peripherals, and their relationships with the operational, technical and system architectures.
