The position is located in the Bureau of Labor Statistics, Office of Administration.
This position is inside the bargaining unit.
Duties
The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so.
Duties include, but are not limited to the following:
The incumbent has contact with employees, supervisors, and managers of BLS who are outside of the immediate office. Monitors special and sensitive issues that often involve coordination among the Divisions within the Office of Administration.
Communicates with customers internal to the agency to collect and report on program information; recognizes the link between oral communication and business performance.
Assists in the conduct of special studies and analyses related to office functions and areas of improvement such as automation, performance measurement, and process improvement.
As requested, conducts research to answer non-complex questions on the application of BLS confidentiality policy to specific Bureau operations, the Freedom of Information Act, the Privacy Act, the Federal Advisory Committee Act, employee ethics and conflict of interest and appropriation laws and regulations.
Requirements
- Must be a U.S. Citizen.
- Must be at least 16 years old.
- Requires a probationary period if the requirement has not been met.
- Candidate required to obtain the necessary security/investigation level.
Qualifications
To be eligible for appointment under the College Graduate authority, applicants must meet requirement A or B.
A. Applicants who have completed a bachelor's or graduate degree from a qualifying educational institution within the previous two years or within 30 days of the vacancy closing date of this announcement.
OR
B. Veterans who have completed a bachelor's or graduate degree from a qualifying educational institution and have an intervening period of obligated service of at least four years in the uniformed services. The two-year eligibility period begins on the date of discharge or release from the uniformed service.
In addition to meeting the eligibility listed above, you must also meet the education and/or experience requirements described below.
Applicants must meet at least one of the following GS-09 requirements for education, specialized experience, or a combination of education and specialized experience.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
1) GS-09: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the federal service. This one year of specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples include the following:
Assist with portions of investigations into the effectiveness of a program or project task that include collecting, compiling, and arranging information for the purpose of drafting preliminary analyses; analyzing and interpreting information for the purpose of drafting preliminary findings; or, developing recommendations to improve work methods and procedures, OR
Assist with planning or implementing activities needed to support the fulfillment/delivery of program missions, policies, or objectives, such as contributing to the development of training or outreach efforts needed for effective program delivery.
OR
2) Education: Master's or equivalent graduate degree, or 2 years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. (if related).
OR
3) Combination of Education and Specialized Experience as described below:
Graduate education (more than one year but less than two) and specialized experience as required for GS-09 (less than one year) that when combined totals one year. Only graduate beyond the first year (18 semester hours or quarter hour equivalent) can be combined with experience to total one year.

Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.
