The primary purpose of this position is to provide planning, directing, organizing, and exercising control over three cargo movement warehouses across the JBSA enterprises. Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information.

Duties

Plans, organizes, and directs the activities ensuring that Cargo Movement Warehouse Operations complies with legal and regulatory requirements and meets customer needs. Maintains responsibilities of the various programs required for Cargo Warehouse Operations. Ensures all programs to include but not limited to the Reusable Container (RCP), Wood Packaging Material (WPM), Intermodal containers (ISO), War Reserve Material (WRM), Safety, Occupational Safety and Health Act (OSHA) and Air Force Occupational Safety and Health (AFOSH) standards. Exercises management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops and ensures compliance regarding operating procedures effecting scheduling, transporting, and controlling movement of materials by motor, air, rail, and water.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work may require travel to commercial carriers in the local vicinity of the installation for the purpose of contract negotiation.
  • This position may be required to work other than normal duty hours.
  • Employee may be required to transport ammunitions, explosives, and weapons. Has access to weapons and ammunitions IAW Firearms Statute.
  • Must be able to obtain and maintain a Secret security clearance.
  • Nuclear Weapons Related Materials (NWMR) qualification highly desired.
  • HAZMAT certification highly desired for this position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd)

  • This position requires some supervisory duties and may require a 1-year probationary period.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Traffic Management Series 2130, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes detailed comprehensive knowledge of cargo movement methods, policies, regulations, precedents and other AF and installation guides which apply to support organizations and programs; skill in identifying, analyzing and resolving cargo movement issues or problems under conditions of time and pressure and uncertainty, due to special commodities such as hazardous cargo, explosive ordinance, weapons, human blood, etc.; in depth knowledge of carrier industry practices and operations along with transportation and shipping requirements data used to negotiate rates and services to meet movement requirements of major government shippers; and knowledge of applicable regulations and skill in negotiating special rates and services , to accommodate shipments to unique destinations, (3rd World countries like Bosnia, Czech Republic, South America, Central America, Africa and Saudi Arabia). OR EDUCATION: A Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to manage and supervise a moderate work force; knowledge of personnel management workforce and principles. 2. Knowledge of warehouse functions such as material receiving, shipping, packaging and preservation, facility maintenance and automated cargo movement systems (CMOS, SATS, ABSS, ESS and other related systems). 3. Knowledge of safety regulations, practices and procedures (including OSHA/AFOSH standards). 4. Ability to research various Transportation/Supply management regulations, directives and guidance and interpret instructions pertaining to cargo movement and apply instructions to daily work. 5. Skill to plan cargo movement and arrange efficient commercial/military transportation. 6. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
