The primary purpose of this position is to provide technical advice and guidance to the director, deputy director, and senior leadership, assessing AOR's capability to perform key logistics processes in support of all Department of Defense (DoD) components and the US Coast Guard, for the purpose of procuring personal property movement and/or storage services.

Duties

TSP Performance Management. Establishes/executes planned systematic, quality-assurance approach for all areas of transportation performance. Plans, organizes, and directs JPPSO Branch activities, ensuring branch staff comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Contract Management. Meets certification (ethical and integrity) standards to perform as a COR on myriad contracts DoDI 5000.72 - DoD Standard for Contracting Officer's Representative (COR) Certification Division.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Traffic Management Series 2130. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes comprehensive knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations, to include those concerning economics of transportation; DoD transportation systems, commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. Knowledge of the transportation concepts, principles, and methodology applicable to the personal property shipping program in order to plan, direct and manage the program which, in part receives and accounts for shipments incoming from stateside and other overseas locations; arranges for and ships personal property to stateside and overseas locations; participates with contracting office and private industry to procure the best rates and terms for shipping/storage contracts within the regional area of responsibility and resolve problems; inspects/evaluates contractor performance in shipping, storage, and facilities; authorizes the payment for services provided. Knowledge of a range of contracting procedures including development of statements of work, source selection plans, and proposal analysis reports for the procurement of cargo movement and personal property movement/storage services. Knowledge of regionalized traffic program operations, to analyze operating conditions and to recommend improvements to determine efficiency and effectiveness of the operation. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of all modes of transportation for movement of personal property, passengers, and cargo to include factors affecting that transportation, such as public laws, foreign government requirements, DoD policies and limitations/capabilities of the different transportation modes. Knowledge of safety and security regulations, practices, and procedures. Skill and ability to organize, plan, and direct the functions and staff of a small to medium sized organization. Ability to communicate both orally and in writing. Skill and ability to utilize technical and functional expertise and experience with developing and recommending solutions to Federal Acquisition Regulation (FAR) based contract and Tender of Service-related issues, resolving complex transportation problems, using analytical and evaluative methods to implement initiatives. In-depth knowledge of packing, cargo preparation, movement of hazardous, sensitive, and classified material via all transportation methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
