The primary purpose of this position is to provide technical advice and guidance to the Chief, Quality Assurance, and Senior leadership, assessing AOR's capability to perform key logistics processes overseeing thousands of carriers, non-temporary/in-transit storage, and Direct Procurement agents in support of all Department of Defense components and the US Coast Guard.
Duties
Manages the activities within a section of JPPSO, ensuring that its operations complies with legal and regulatory requirements and will meet customer needs.
Transportation representative with a variety of installation and functional area organizations.
Interprets DoD instructions and counsels personnel with a variety of mission related backgrounds concerning entitlement for shipping household goods, unaccompanied baggage, professional items and items of extraordinary value, and for non-temporary and temporary storage of their personal property.
Staffs/manages unit's actions in response to unusual occurrences, such as: natural disasters, strikes, labor disputes, work stoppages, civil disturbances, unlawful entries, vandalism, theft, seizure facility/equipment for failure to pay just debts, closure of facility due to a court order, failure/cessation of operations/bankruptcy, mold prevention/remediation, etc.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Traffic Management Series, 2130.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of traffic management principles, policies, practices, laws, regulations, techniques, and operations, to include; DoD transportation systems, commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and related areas such as storage, preservation, packaging requirements as are involved air, motor, rail, and water movements. Practical knowledge of the transportation concepts, principles, and methodology applicable to the personal property shipping program in order to evaluate day-to-day operations to ensure quality of service is efficient/economical. Participates with contracting office and private industry to procure the best quality, rates and terms for shipping/storage contracts within the regional area of responsibility and resolve problems; inspects/evaluates contractor performance in shipping, storage, and facilities; authorizes the payment for services provided. Practical knowledge of a range of analytical processes to autonomously measure carrier service and identify negative trends. Active knowledge of regionalized traffic program operations, to independently analyze operating conditions and to recommend improvements to determine efficiency and effectiveness of the operation.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of transportation operations as related to DoD personal property, privately owned vehicles, shipment/storage entitlements and procedures.
Knowledge of safety and security regulations, practices, and procedures.
Knowledge of government and multi-service/U.S. Coast Guard transportation regulations, policies, and guidelines, including Comptroller General Decisions and traffic management policies and procedures.
Ability to communicate effectively, both orally and in writing.
Ability to perform personal property functions for a variety of processing actions.
Ability to effectively organize and manage available resources in a complex office environment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
