About the Position: The US Army Garrison Rock Island Arsenal is on an island in the Mississippi River between Iowa and Illinois. The island is almost a mile wide, 3 miles long and consists of 946.3 acres in the state of Illinois. It is located in the Quad Cities about 162 miles west of Chicago, IL and 180 miles east of Des Moines, IA.
Duties
Plans and carries out activities to accomplish public information, Command information, and community relations functions by disseminating information to news media, Command employees, and other internal and external stakeholders.
Prepares and coordinates the production and dissemination of public relations materials to include video footage, specialized literature, brochures, booklets, pamphlets, or feature articles.
Responds to information requests from regional and national media and various publics on Command programs verbally and in writing.
Provides detailed, technical explanations to and maintains effective working relationships with news media representatives.
Conducts a community relations program utilizing all channels of communication including press, radio, and television and community organizations.
Works to continually evaluate and improve the effectiveness of Command information media and methods.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes planning, coordinating and providing public affairs support for a large organization; planning the productions of information products; and developing news releases; managing website and designing print and online products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
