About the Position: Serves as Project Management Specialist for the overall management, control, coordination, and execution of specified projects for the Mission Support Office.

Duties

Provides technical support, staff assistance, and identifies the resources required to successfully accomplish project requirements. Performs duties as the Contracting Officer's Representative (COR), completes the Statement of Work (SOW), and monitors the performance of work under contract. Provides technical guidance on matters pertaining to assigned projects. Evaluates requests, reviews technical requirements for completeness and consistency with policies and regulations, reviews contract specifications and requirements, and ensures price and cost effectiveness. Plans and schedules project timelines and milestones using appropriate tools.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must complete COR training and certification for Type A per the DoDI 5000.72 within one year of appointment and within the prescribed time frame of designation of COR duties.
• This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS-11: One year of specialized experience which includes: 1) Experience managing, controlling, coordinating, and executing projects; AND 2) Experience planning and scheduling project timelines and milestones; AND 3) Experience implementing corporate decisions, guidance, laws, regulations and policy in the development and management of assigned projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
