This position is located in the Office of Information Management and Liaison, Visa Services Directorate, Bureau of Consular Affairs (CA/VO/I). As a Program Analyst, the incumbent conducts and leads and/or participates in a wide range of analyses of operational strategies, operational procedures, and techniques related to visa adjudication, screening, and name check automated systems and their relationships with the mission and operation of Visa Services both domestically and abroad.
Duties
Serves as information systems liaison with other border inspection, immigration, and law enforcement agencies, as well as foreign partners.
Analyzes, evaluates, and develops operational requirements, implementation strategies, and training programs for visa processing.
Researches, analyzes, interprets, and evaluates the impact of visa legislation and regulations, procedural and policy proposals, current and anticipated
operational trends on visa systems development.
Conducts in-depth studies of data derived from visa systems reporting and applies statistical methods and techniques directed toward operational improvements of visa services and systems reporting.
Requirements
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience applying U.S. visa laws as they relate to national security vetting of U.S. visa applicants
Experience developing overall design plan for visa systems and associated policies.
Experience planning, conducting, and participating in studies or complex analyses of visa adjudication methods, procedures, and best practices.
Experience representing agency and negotiating inter-agency decisions in the context of identification and resolution of systemic issues.
There is no substitute of education for specialized experience for the GS-13 position.
