NIH's mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. We are looking for motivated GS-0301-12 Program Specialists to help drive the NIH mission. This announcement will be used to fill positions in several institutes and centers throughout the NIH.

Duties

Develop and implement comprehensive plans and strategies for the internal and external integration of day-to-day and long-range projects, actions and activities. Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives and analyze program performance data to identify issues and make recommendations for improvement. Extrapolate from existing methods and procedures to future requirements in developing timely and executable plans of action and to provide recommendations and advice. Actions may cross multi-functional and/or organizational lines, and may require extensive coordination. Plan and develop, maintain, and monitor integrated reporting systems and communicate information to management for the effective evaluation of program operations and performance. Research and/or analyze unstable or complex program issues. Participate in inter- and/or intra-agency meetings and obtain cooperation and agreement on program or administrative issues. Develop recommendations and policies and prepare and issue procedures and guidelines for implementation of program or administrative policies, delegations, and requirement.

Requirements

• U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating programs in areas such as grant review, program support management, financial management, procurement, quality assurance, management analysis or administrative program management; formulating and executing action plans to respond to business and management problems or initiatives; providing organizational support for program planning and analysis activities; evaluating the impact of new program policies; determining measures of effectiveness in setting organizational goals and objectives.
