Duties
You will instruct others on communications related topics to support the mission of the organization.
You will analyze telecommunications services bills to identify and investigate anomalies (e.g., excessive charges).
You will interpret current policy and procedures to provide customer service to officers and staff agencies.
You will determine the type and quantity of equipment and materials needed for proposed projects, modifications, or repairs of existing/required systems.
You will conduct maintenance, installation, and operation of wireless and wired transmission systems to diagnose problems and identify corrective measures.
You will generate required documentation to accomplish assigned tasks including proposals, technical reports, specifications, work unit plans, as-built drawings and project reviews.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Establishing communication services for customers in accordance with Department of Defense regulations and procedures; 2) Researching current and requested telecommunications services to ensure cost effectiveness; 3) Analyzing telecommunications billing reports to investigate possible abuse and fraud and recommend corrective actions; 4) Performing maintenance and repairs on telecommunications systems. NOTE: Experience must be fully demonstrated in your resume to be considered for this position.
This position requires the ability to type at least 40 words per minute. Your response to the typing skill question on the Occupational Questionnaire will be used in your qualification determination.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
A Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
OR
three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
OR
an LL.M. degree that is related to the position being filled.
