The primary purpose of this position is: to provide oversight responsibility for planning, directing, organizing, and exercising financial planning, execution, budget administration and acquisition processes of Air Force programs managed by the Assistant Deputy Chief of Staff for Manpower and Personnel (AF/Al). Represents the organization and supports the mission; provides direction, guidance, and oversight to A1 Directors, development functionals and employees assigned to the AF/A1 DCS.
Duties
Senior technical advisor and insures financial management, budget activities and contract support comply with legal and regulatory requirements and meet customer needs.
Serves as Contract Officer Technical Representative by providing the Senior Leader Program Managers with contract administration support and advice.
Represents AF/A1 with a variety of organizations. Establishes, develops, and maintains effective working relationships with other Air Staff and Secretariat offices, MAJCOMS, RAF, AFDW, OSD, other Defense components, GSA, federal and civilian agencies, contractors and professional societies and organizations.
Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: budget management and financial planning; developing contractual strategy, determining types of contract and negotiation authority to be used, issuance of contract modifications, exercise of options, periods of performance, contractor performance measures, subcontractor surveillance, deliverables, cost and price analysis and administration; using diverse data systems and software programs in data compilation use for qualitative/quantitative analysis techniques to measure organizational efficiencies, costs, savings and decision-making purposes; and communicating with senior leadership, working groups members, functionals, non-DoD agencies, and contractors in order to manage complex activities and projects.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of contract administration sufficient to oversee/monitor a group of contracts such as firm fixed-price with re-determination provisions, cost reimbursement or contracts with incentive provisions.
Knowledge of a wide range of concepts, principles and practices relating to financial management, budget execution, personnel and Manpower/organizational issues.
Skill in qualitative and quantitative analysis techniques to measure organizational efficiency.
Skill in using diverse computers and software associated with financial management and analysis; and database management, retrieval and analysis.
Skill in analyzing a variety of issues and formulating solutions to problems and managing several projects simultaneously.
Ability to gather, assemble and analyze facts, draw conclusions, conducts analysis, devise recommended solutions and packing the entire process in briefings, papers and reports suitable for top management use and decision making.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
