This position is in the Emergency and Regulatory Compliance Services (ERCS) Resource Management Services (RMS). Incumbent serves as part of the General Management team responsible for Property, Fleet, AgLearn, and Records Management activities.
Duties
The duties may include, but are not limited to:
Provide analysis in the evaluation of administrative programs, systems, and methods to identify ways to improve the efficiency and effectiveness.
Identify and propose solutions to problems in Property, Fleet, AgLearn, and Records Management that impact the organization and provides advice and assistance to resolve these problems.
Review established procedures to ensure consistent application throughout the office and identifies work procedures that may require revising.
Track and monitor various activities; enters and updates program information, generates reports from the data, and coordinates routine annual summary reports.
Develop and update Standard Operating Procedures.
Order new or replacement cell phones and internet devices for employees as necessary.
Manage the Property and Fleet programs.
Serve as alternate AgLearn Administrator for ERCS.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Applying regulations, rules, processes, and procedures related to the management and updating of property records, inventories, and reports to ensure compliance with regulations and policies related to property and fleet management.
Providing information orally and in writing and researching to resolve issues related to fleet and property management for customers or management.
Interacting and collaborating with governing bodies to ensure agency policies are followed concerning AgLearn training, fleet management, property management, or telecommunication activity.
Utilizing office automated systems and software applications, (such as Microsoft Office Suite, SharePoint, and Adobe software) to generate reports, and enter, retrieve, track, and manage administrative tasks.
Preparing and reviewing documentation to coordinate fleet requirements and the distribution, collection, and disposition of physical property.
OR
Ph.D. or equivalent doctoral degree in a field of study directly related to the work of this position as described in the vacancy announcement.
OR
3 full years of progressively higher level graduate education leading to such a degree.
OR
LL.M., if related
Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
