This position is a Program Analyst, GS- 0343-13working in either Baileys Crossroads, VA OR Ft. Collins, CO for Ecological Services, Division of Budget and Technical Support, Division of Data Integration. This position is also open to the public under announcement R9-24-12404452-JMJ-DE. Duties

As a Program Analyst your duties will include but are not limited to the following: Serves as a technical liaison working directly with FWS staff ensuring all ECOS and ECOSphere web-based applications, are consistent with FWS objectives and functions. Serves as a Subject Matter Expert in data management and data analysis, ensuring the effectiveness and efficiency of program-wide initiatives. Reviews and monitors long-range objectives and milestones for Ecological Services projects ensuring contractor developed applications are viable technical solutions and meet the Program's, Service's, and Department's standards. Manages and administers functional and technical components of Ecological Services' projects with high complexity, such as agency-wide system integration of different applications and mitigates risks. Conducts qualitative and quantitative assessments on existing and upcoming ECOS and ECOSphere applications, which requires consideration of multiple variables. Provides expert advice to ES contractor proposed solutions to ensure these align with security/information assurance policies, principles, and practices in the delivery of planning and management services. Reviews ES' IT solutions and provides expert advice and recommendations for changes or improvement. Leads the development and implementation of business procedures, tools, templates & methodologies. Performs continuous appraisal ECOS and ECOSphere systems requirements in accomplishing ES administrative objectives and goals. Performs continuous appraisal of ES system capabilities sufficient to provide appropriate support documentation to maintain ATO accreditation, including: Privacy Impact Analysis, Security Controls / Risk Assessment, Business Impact Analysis, Change Management Plans, User Role Assignments, Governance, Lifecycle Management and Contingency Plan documentation. Performs needs analyses to define opportunities for new or improved business process solutions. Consults with customers to identify and specify requirements. Develops overall functional and systems requirements and specifications. Conducts business process reengineering. Conducts feasibility studies and trade-off analyses. Plans ECOS and ECOSphere systems implementations, recommending system architecture and user interfaces based upon analysis and requirements from users. As the BDI representative and SME, reviews the contractors' submissions and maintenance of the code to ensure the requirements have been met. Works with customers to test applications and manage User Acceptance Testing (UAT) process. Salary Table 2024-DEN includes Fort Collins, CO Salary Table 2024-DCB - Washington DC Metro Area

Qualifications

Only experience obtained by 05/15/2024 will be considered. In order to qualify for this position you must possess Minimum Qualification GS-13 Have one year of specialized experience equivalent to the GS-12 level. Examples of specialized experience may include: Serving as lead in software requirement session; to enable clear and effective communication with (biological) business sponsors and with technology team; etc; Lead in evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions; Leading ongoing reviews of business processes and developing optimization strategies; Staying up-to-date on the latest process and IT advancements to automate and modernize systems and making recommendations Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i.
