This position is located in a state, field, or area office of the Natural Resources Conservation Service (NRCS), U.S. Department of Agriculture.
Serves as the Agency's Workforce Strategist and ensures the Agency's strategic workforce direction is established, communicated, and aligned with the NRCS and mission area workforce goals. Incumbent represents the Agency in high level strategic human capital planning and execution initiatives in support of the comprehensive workforce strategy.
Duties
Advises Agency leadership on forecasted and changing workforce needs and works with the Agency’s financial manager to determine the overall availability of funds.
Strategizes with Agency leadership team by using workforce data and forecasted workforce trends to establish the overall annual bandwidth for hiring.
Develops the Agency’s strategy for university partnerships to maximize student Agency outreach, and partners with other Agency’s Workforce Strategists to coordinate college/university recruitment events and job fairs.
Represents the Agency and its strategic workforce development plan to ensure efficient hiring within the Agency.
Identifies the most critical positions for the Agency’s current and future needs and analyzes the position attrition risk to help set knowledge management priorities.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the 13 grade level in the Federal service, performing the following duties:
planning, evaluating, and analyzing organizational programs to improve the efficiency and effectiveness of internal administrative or human capital operations;
analyzing workforce data to forecast changing workforce needs and hiring needs;
researching industry conditions to develop recruitment strategies; and
providing recommendations to leadership and management in matters relating to workforce planning and staffing issues.
