Duties
Serves as a Management Analyst for varied technology and integration projects managed by Network and Telecommunications Services (NTS) Directorate and is responsible for action officer, analysis, (cont.)
(cont.) and support services required by the NTS Director, NTS Deputy Director, and other senior managers.
Provides organizational analysis and administrative support in managing, controlling, tracking, and reporting on all technology and technical infrastructure projects and NTS development and integration projects from receipt of (cont.)
(cont.)the requirement throughout the product’s lifecycle that provides for improved NTS efficiency, effectiveness and productivity via communicating regular and recurring statistical data, comprehensive reports, analyses, and recommendations.
Responsible for developing, integrating and automating planning activities by Information Technology(IT) portfolio, i.e., Enterprise Telecommunications Network (ETN)/SIPRnet over ETN (SoETN), IT Infrastructure, DLA community and its partners.
Provides management support responsibilities such as planning, resource analysis, project tracking and oversight (e.g., measurement, analysis and report of network availability), audits, and verification and validation.
Oversees and ensures the coordination and maintenance of all project planning documents/tools include the Microsoft Project, internal Roadmaps, Employee Activity Guide for Labor Entry (EAGLE)input, Task management Tracker (TMT), (cont.)
(cont.) contract deliverable requirements list (CDRL), statements of work (SOW), memoranda of agreement (MOA), service level agreements (SLA), standard operating procedures (SOP) and proposals.

Qualifications
To qualify for Management Analyst, your qualifications must include:
Specialized Experience: One year of specialized experience that equipped you with the particular knowledge, skills and abilities (KSAs) or competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade(General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Oversees and ensures the input and maintenance of up-to-date information on planned and scheduled activities and the tracking of accomplishments of the activity are completed against current milestones.
Collects and coordinates organizational and/or IT portfolio budget input to ensure the preparation and submission of the annual initial budget submission and of quarterly updates.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
