About the Position: This is an Acquisition Workforce Demo Project position. This position supports the Fort Belvoir, VA office location. It is in support of the U.S. Army Health Contracting Activity.
This position allows for selection of candidates currently living within the commuting area of Ft. Belvoir, VA
Duties
Serves as a contracting officer (KO) with warrant authority for complex government contracts for procurement of healthcare providers, medical equipment and supplies, facility maintenance,
Manages pre-award functions for procurements involving complex contracts of highly specialized, extensive, new or innovative equipment systems, research, and services of significant importance to the region.
Evaluates the efficiency and effectiveness of all contractual and business operations actions assigned to include the acquisition processes and procedures executed.
Recognized as a technical/functional authority within and outside of the organization.
Monitors the full range of acquisition functions including: planning, soliciting, negotiation, contract award, and contract administration. Ensures contracts are awarded properly and mitigates fraudulent activity.
Leads, defines, manages, and integrates efforts of several groups or teams. Assumes and assigns ownership of processes and products, as appropriate.
Approves performance standards and evaluates the performance of employees.
Approve work schedules and leave requests; review resumes, interview candidates and make selections; review and certify position descriptions; develop, execute and approve training and training requests.
Presents organizational briefings to convey strategic vision or organizational policies.
Hears and resolves employee complaints as appropriate, and facilitates conflict resolution.
Interfaces with regional staff and Military Treatment Facility (MTF) command leadership to ensure Contracting Branch is providing quality contractual support.
Assumes role as office Chief in his/her absence.
Solves broad organizational issues. Implements strategic plans within and across organizational components. Ensures a cooperative teamwork environment.
Assesses and provides strategic direction for resolution of mission-critical problems, policies, and procedures.
Implements new and innovative applications of acquisition law, regulations, and policy for complex, highly specialized contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Business Travel/Temporary Duty Travel of approximately 10% per calendar year.
- Financial Disclosure Statement OGE Form 450 required.
- Must meet Defense Acquisition Workforce Act (DAWIA) requirements applicable to the duties of the position. Must be able to obtain and maintain LEVEL III Certification in Acquisition Career Field CONTRACTING within 24 months of entrance on duty.
- Must be able to meet the pre-requisites to obtain and maintain a Contracting Officer Warrant (i.e. Bachelor's Degree, DAWIA Level III Certification, Pass a Warrant Officer Exam successfully in a manner which will afford an unlimited warrant).
- May be required to complete a Supervisory Probationary period, if once has not been completed prior.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
OR
(B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience Statement (HR/SME): I have one year of specialized experience NH-03 level in the Federal service which includes experience in planning and implementing contract policies and procedures; determining methods of procurement and acquisition strategies in compliance with the law, regulations and policies. Experience in awarding and administering a variety of regional and/or DOD medical contract actions which includes pre-award/ post award, issuing Request for Proposals, conducting negotiations, conducting technical evaluations, soliciting contract awards and performing contract administration functions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).
