Located in the Department of Veterans Affairs, Veterans Benefits Administration (VBA), Human Resources Center (HRC) Baltimore, MD which services all recruitment & staffing, personnel action process, & benefits administration throughout VBA. The incumbent serves as the management analyst to the Baltimore HRC with responsibility for planning, developing & conducting management studies, performing review & analysis of HR programs & accomplishing the goals & objectives of assigned projects.
Duties
Specific duties include:
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of HRC programs and develops methods of measurement that adequately identify a valid assessment in meeting established goals and objectives to determine quality and effectiveness.
Applies a high level of skill in evaluation techniques and extensive knowledge of personnel management to identify areas needing improvement. Follows through to develop, seek approval for, and implement approved programs and processes.
Assists in the development or develops solutions to complex problems of program improvement which impact the Regional Offices and other activities for which the HRC has responsibility.
The incumbent accomplishes audits; performs analysis; and prepare reports and charts that reflect the quality of service for use by management and supervisors in the HRC to improve service.
Based on results of technical reviews and evaluation, identifies, develops plans and recommendations on identified program problems for focus needed by HRC staff.
Monitors quality program implementation and indicators designed to prevent erroneous transactions and ineffective work practices.
Monitors quality program implementation and indicators designed to verify adherence to quality plans and requirements.
Gathers data to assist HR Director and supervisors in identifying trends and problems within their area of expertise.
Provides expert technical advice to HRC staff based on knowledge of HR practices and procedures.
Provides reports to various individuals from the nationwide HRIS employee database or another applicable database upon request. This includes authorized staffing reports, on-boarding reports, pending hire reports, award expenditures by RO, succession planning, etc. Prepares monthly reports of timeliness of work processes in the HR Center, as requested.
Responsible for assisting / coordinating training activities to improve customer service and process quality.
Creates, edits, prints, retrieves, or manipulates' files and analyzes data using computer systems or applications.
Completes special assignments, projects and performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-9/GS-11.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:05/02/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-09 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves:
Preparing reports, memorandums or letters,
Evaluating and analyzing processes,
Conducting internal audits to determine compliance with policies and regulations and evaluate program effectiveness
Education Substitution: master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related (1 year equivalent to at least GS-7)
GS-11 Grade Level:
Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves:
Developing project plans and conducting all phases of the project
Conducting thorough analyses of numerous functions and work processes
Performing budgetary and cost effective analysis
Education Substitution: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related (1 year equivalent to at least GS-9)
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work ? requires sitting, walking, standing, bending and carrying light items such as books, papers, lifting of boxes of materials and files. It could entail long periods of concentration and sitting.
