This position is located in the Office of Human Resources (OHR), Office of the Associate Administrator for Administration, Federal Transit Administration (FTA). The function of the OHR Division is to provide the full range of human resources management services to FTA.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience researching and developing data to inform leadership decisions for human capital programs.
Experience in researching, developing and implementing human capital programs such as, workforce planning, succession planning, corporate recruitment, employee recognition, retention, and employee pay.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Human Capital Management: Builds and manages workforce based on organizational goals, budget considerations, and staffing Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.
Oral Communication (*): Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Writing (*): Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
Workforce Planning: Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals.
