The Division of Administration (DA) directs the innovative internal management of the Commission’s business, personnel, financial, technological, security, and strategic operational resources.  The Division’s role is to effectively and efficiently ensure the fulfillment of the Commission’s mission through continued success in continuity of operations, while providing the required resources for adaptation to regulating the ever-changing markets.

Duties

As Deputy Director of the Human Resources Branch (HRB), this person supports the Director of HRB in managing a wide variety of professional human resources services that include recruitment/staffing, performance management, classification, compensation, and employee/labor relations.

  • Subject to time-in-grade requirements, if applicable

Qualifications

CT-15 Level: To qualify for the CT-15 level you must have at least one year of specialized experience equivalent to the next lower grade (GS/CT-14 level).  Specialized experience is defined that through which one has gained experience: Independently providing detailed technical advice/consulting support to senior agency or bureau managers in at least 5 of the following areas: Human Capital Strategy, Human Capital Evaluation, Workforce Analytics, Recruitment and Placement/Staffing, Position Management and Classification, Pay Setting and Administration, Benefits and Compensation, Human Capital Policy, Employee Relations, Performance Management, Payroll Services, Workforce and Succession Planning, or Talent Development and Training; AND Leading or supervising the work of Human Resources staff members; AND Identifying and using metrics to support Human Resources initiatives, recommendations, decisions, or programs.

Education

Education is not required, nor may it be substituted for specialized experience.
