About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command at the Fort Eisenhower, Georgia.
Duties
Assumes leadership responsibilities to include mission continuity, maintaining operational tempo and continuing to pursue JFHQ-C (A) operational objectives and priorities. Ensures continued effective coordination and integration of processes.
Evaluates and analyzes organization mission plans and operations to determine current and future intelligence and operations requirements.
Evaluates teams’ ability to meet mission intelligence and operations requirements; analyzes units’ ability to maintain operational readiness and compliance to meet JFHQ-C (A) objectives of performance to improve results.
Develops and maintains the process of documenting and prioritizing mission needs for technical capabilities required to support execution of the operations.
Provides and maintains draft documentation for Cyberspace Operations and computer network exploitation tactics, techniques, and procedures as inputs to risk assessment.
Reviews and approves the technical implications in operational situations based on National Security Agency (NSA)/ USCYBERCOM approval matrix as delegated.
Supervises a workforce of military and civilian employees.
Analyzes and develops distribution of workload plans and schedules to accommodate special requirements and ongoing operations.
Validates, prioritizes, and champions technical requirements on behalf of the CTOC and JFHQ-C mission and intelligence collection needs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- The employee must be able to obtain and maintain a TOP-SCRET SCI.
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Temporary duty travel may be required approximately 15% of the time.
- Must execute a classified information Non-Disclosure Agreement.
- This position is considered Emergency-Essential (E-E) in support of the Army’s mobilization and wartime mission during periods of increased tension and mobilization and could be assigned to any location worldwide.
- The incumbent must sign DD Form 2365
- This position is designated Mission Essential and must be able to remain on duty or make every effort to report to duty on-time during emergency and/or crisis situations.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) Leading mission continuity and maintaining operational objectives and priorities; (2) advising teams to ensure resolve of operational and intelligence collection issues; (3) Providing draft documentation for computer network exploitation tactics, techniques, and procedures as input to risk assessments.
